Literature Review: Effective Role of Interest Groups on the American Electorate

Weese 1 John DeWeese PS 372 Leising 15 October 2012 Literature Review It is apparent that interest groups have evolved over time with the changing nature of the American political system. We know that regardless of the beneficiary or detrimental effect they may have on our democracy, that they do play specific roles in policy formation, the election process, and voter identification and turnout.This section seeks to examine the positive and negative characteristics and theories that exist in accordance with interest groups, show defined areas of inconsistencies within those theories, and provide insight into new theoretical criteria for the study of the political effectiveness of interest groups in the American democratic system. We know from the literature that the main goal of interest groups is to exercise their power in order to gain political benefits (prenhall).Dominant interest groups within the United States are mainly economical and occupational, but there are several variet ies of minority groups, ideological groups, religious groups, etc. †¦ In comparing the roles of interest groups over time, the literature found that the efforts of interest groups over the past few decades have become far more significant, as they have become more involved in the political process through the use of political action committees (prenhall).This verifies that interest groups have played a major role in the election process over the past DeWeese 2 few decades, as well as the fact that they have highly influenced voter identification through either specific interests or public interests. Some key characteristics defined in the literature, when assessing the effectiveness of these interest groups, were the current status of a given society at a certain time, the typology of the interest group, and the cost and benefit factor associated with them.In relation, each of these key concepts for measuring interest groups directly affects one another. In a study conducted fr om the literature, it clearly shows an exceptional rise in the number of consumer and child welfare interest groups from the years 1900-1980 (Imig 262). Based on this information, we can see that the changing social environment has brought about a rise in special, consumer interest groups that are far more concerned with maximizing their income, while minimizing their costs.Based on the empirical evidence provided in the literature, we can examine the different existing theories on the roles of interest groups on public policy and the election process. First, â€Å"the interest groups promote debate and discussion, thus creating a better uniform and more educated electorate, and improving the quality of public policy (Mazingaizo). † Interest groups do seek to involve their major issues heavily during general elections, when those issues will be at the forefront of political debate, thus exercising their power on the response of certain candidates.A similar theory expressed in the literature contends that, â€Å"many voters’ interests and concerns are deeply affected by public policy, and hence citizens seek to represent their views more frequently and on more issues than the electoral process can accommodate (Etzioni 182). † Therefore, it is the interest groups that can provide such representation. Both of these theories examined DeWeese 3 in the literature are uniform, in that they see the roles of interest groups as beneficial to the election process and policy formation.In contrast, another existing theory within the literature states that, â€Å"While public interest groups provide an important type of representation otherwise absent from decision making forums, public interest groups gain and lose influence in a highly constrained context (Imig 266). † In comparison to the other theories, this theory suggests that we would be more beneficial to look at the development of interest groups in relation to the political context of s ociety, rather than trying to explain the American political system as a dependent variable of public interest.The literature explains that public interest groups ultimately oppose the natural ideal of a democracy, and have contributed to the political decay and deinstitutionalization of America. Based on the studies and graphs presented here, this theory is supported by a greater amount of empirical data, yet as we have learned, political science is not one strictly based on raw data and finite materials. So, after examining just a few theories found throughout the literature, we have observed certain similarities and inconsistencies regarding the beneficial nature of interest groups.The literature was consistent throughout in stating that interest groups change and evolve with the changes in the social environment, yet there were inconsistencies in the positive and negative nature these groups play. There were also inconsistencies in the literature based on different forms of inte rest groups. Where some of these theories examined single interest groups, constituent-represented interest groups, and public interest groups, others focused only on the overall spectrum of public interest DeWeese 4 groups.This creates a problem when attempting to explain how the roles of interest groups are affecting the election process, and voter identification and turnout, as it exists currently. Therefore, it is my belief that we should further examine the views based on the interest groups affecting the political environment in the short term, since that is the true question we are trying looking to find. Though the literature has provided us with a solid framework of theories and evidence so far, it is lacking in evidence from the perspective of the voter.So much concern has been placed on the cause and effect of interest groups driving policy, yet I believe it would be beneficial to further examine the impression a voter has in relation to the importance of interest groups when deciding which candidate or party to side with. Furthermore, it raises the question of whether or not it’s interest groups that are influencing voters in order to gain their political goals, or if they are exercising their power on the politicians, in return for their constituency’s support?Also, it would be beneficial to examine the relationships between interest groups and the administrative, legislative, and judicial branches in comparison to one another. The literature that has been examined contains so much information that is quite difficult to break it down into concise points, yet I feel that by researching this topic, we will gain a more transparent understanding of how and why politicians are elected, why they make some of the decisions they do, and the mental logic behind what our fellow citizens are thinking when they cast a vote on election day.I am not saying that the political role of interest groups will explain this entire phenomenon, but I do bel ieve they play a very important role in shaping some of these key issues in our current political DeWeese 5 system. Based on what we know, and what we will find, it will then be up to us to decide whether or not these groups exercise a positive or negative effect on our society. Crash Film Essay Essay

Crash is a movie where director clearly and deliberately portrays the characters in within the context of many typical ethnic stereotypes that exist in our world today. Society sees race as an indicator of identity and ability. Instead of getting to know an individual, we see color or ethnicity first and assume that we already know them as well as their tendencies. This very problematic issue affects us all in some way or another. Racism is a very sensitive topic, but it cannot be ignored. This movie vividly shows us how America is a collage of cultures and that we must find a way to see past our misconceptions of one another. What’s most interesting to me is how the film sort of suggests that the realization that racism as well as other things is a problem can only be reached through a shocking personal experience of some kind. As stated earlier the movie deals with various sorts of racial and social order conflicts and show how some way things are all connected. It’s interesting to see how almost every main character held some sort of animosity towards someone because of race and ironically needed someone of the same decent. One example that sticks out the most to me regarding that is that of the district attorneys wife and how she wrote off the Hispanic locksmith and was rude to her (also Hispanic) hired help. The irony here comes when she hurts herself and the only person who cared to see about her was indeed her hired help. It was shocking to hear her say that the maid woman was her best friend. She had previous misconceptions about the woman and it turned out that she would take care of her before her husband or friend of 10 years. The movie also highlighted the aggressively hostile mental dispositions that many young black men carry. The character played by rapper Ludacris plays a highly opinionated, pro-black car thief who’s completely convinced that the world is a conspiracy made to hinder people of color. He rationalizes his bad judgment and illegal activity with the thoughts that the world are against his people and that he doesn’t take from black people. He states â€Å"the only reason black people steal from their own is because they’re terrified of white people.† His epiphany comes when he attempts to steal a car from a black man (another main character played by Terrance Howard) but to no avail. After a successful stand of and talk with police the character played by Howard tells him â€Å"you embarrass me, you embarrass yourself.† I think that statement stuck with him because it was coming from his own, especially considering the way he perceived his surroundings and how he thought of other people oppressing his people. Crash is the perfect example of how we as a human race deal with life; it shines a heavy light on people and our own experiences. Physical characteristics and racial differences may be taken and viewed as two distinguishing traits that separate us. I personally think that is the fact of life that keeps us apart and constantly in a mix. We as humans so easily recognize other humans but don’t stop there, it’s almost our nature to spot out differences and exhaust them in whatever manner both positive and most times negative. There is one example of how a man’s racism comes from experience rather than it being taught as in how most cases of racism are assumed to be. I always thought that racism occurred as a result of a person’s upbringing. If your parents were racist, there is a good chance that you would be a racist too. At first glance, the character played by Matt Dillon exhibits characteristics that supported my theory. Dillon clearly had a close bond with his father and later, we discover the roots of his racism. Initially I assumed that Dillon’s character had absorbed his racist views from his father based on his attitudes towards black people. However, as the film progresses we find out that his father was not racist towards black people. It was him who developed these thoughts and views in combination with his father’s negative experiences and his own as a member of the LAPD. This is what allowed him to form his own attitude towards blacks. To conclude the biggest problem we have regarding racism is ignorance. A prime example of ignorance occurred at the beginning of the film when the Persian store owner and his daughter went to buy a gun. The clerk at the gun store made blatantly racist comments about the customers. There were several references to the twin towers and planes. It didn’t matter that the two were Persian, not Arab. A reoccurring theme was that after 9/11; all Middle Eastern people became potential terrorists. It is amazing that people have the ability to take bad events and cast their own prejudices on different groups of people to cover their own feelings of anger and frustration. This brings me to my main point that; as the movie crash shows, we have been systematically trained to harbor anger towards other groups of people as a result of ignorance. This we must stop. The Reign of Charles V

Charles V reigned over a vast empire in a tumultuous age. The New World was a relatively recent discovery, and several other factors point to the idea that Charles V's reign coincided with a global transition into the modern age. Although Charles V's focus was primarily domestic (in the sense of Europe and the surrounding territory), the meeting of traditional values and modern ideology was one of many issues Charles faced, independence was another. Consolidating and re-consolidating his power was a problem that sapped much of Charles V's, and by extension his empire's, time and resources. From the papacy to the fiercely independent German coalition of prince-states, Charles often to had to take extra measures to enforce his policy in an empire that varied greatly from one polity to the next. Religion was another obstacle faced by Charles. The Protestant Reformation (steeped in the last vestiges of a somewhat anti-clerical Renaissance movement) appealed to many not only as more pious faith, but as a tool to be used for political maneuvering and opposition against an emperor whose motto was â€Å"Further beyond† (in regards to spreading the Christian faith). These concerns coupled with the always-present threat of foreign invasion made ruling over his empire an incredibly demanding and difficult task. Add to that the largely impractical and complex political process of the time, the question of finance, and a peasantry discontent synonymous with the values of the modern age, and you have a long and arduous list of problems faced by Charles. Although Charles the V was focused primarily on reform and maintenance rather than expansion, his conquering of the Aztecs and Incas can be considered brutal success and added greatly to the territory of New Spain. Cultural, economic, and political disparity throughout the empire, the search for financial backing (as well as questionable fiscal habits), foreign threat, and the problem of enforcing his often conventional policy in an era of change make the reign of Charles the V one worth studying. The empire preceded over by Charles encompassed many different cultures and made the vision of one wholly unified political entity hugely unfeasible, â€Å"By tradition he ruled only with the consent of the Imperial Diet, whose sheer size and diversity of interests made agreement almost impossible† (Maltby 22). As heir to not only the Habsburg dynasty, but a host of other territories (some of which his authority was unrecognized), Charles had to undertake the task of administrating over unique polities that themselves had issues administrating. Peasant unhappiness had long been an issue in medieval Europe, and combined with the scarcity of labor (due to the Black Death) peasants took on a new feeling of self-worth and importance. This often culminated in open revolt and passive resistance when the peasant class's demands were discarded as usual. This caused issues in management for the individual polities and on a larger scale for Charles. Charles had to deal with a huge difference in political process between any given polity, from the loose organization of the German States to the Cortes. Charles dealt with this largely on a by-issue basis, choosing to solve one problem at a time. This was in line with Charles's cautious nature, for a decision made to solve one problem could not be considered without regard to how it would affect the others, such is the nature of the interconnected problems facing him. Even unifying factors such as the church had trouble bringing together polities that were more often concerned with individual well being and privilege then with the welfare of the empire. Charles had too many issues too deal with at once, so he employed viceroys (regional governors) as extensions of imperial will. Many of Charles' problems stem from the lack of a unifying force in the empire, as unrealistic as it would be to imagine one at that time. A constant and expensive threat faced by Charles was that of foreign invasion. Charles was faced with defense of a â€Å"Vast patchwork of principalities that were neither geographically contiguous nor similar†¦ in culture or tradition† (Maltby 8). The frequent clashes with France and it's monarch Francis the I mark the most prominent campaign in â€Å"terms of blood and money† (Maltby 32). Charles developed a personal rivalry with Francis as evidenced by his repeated offers to settle huge disputes with a duel. Sometimes called the Habsburg-Valois rivalry, France was located dead in the center of Charles's empire. And with France's resources and military ambition rivaling that of Charles, conflicts between the two were frequent and costly. France's interest in the Italian peninsula fueled it's military conquests and was a continuation of French interest in the area dating back to Charles VIII's invasion in 1494. The French were defeated in 1525 (culminating in Francis's capture and the treaty of Madrid), inconclusively in 1529 (leading to the Treaty of Cambrai), and again inconclusively in 1538 with a truce (although the conflict would later start up with a renewed Frankish-Ottoman alliance). Charles owed much of his military success to his elite corps the tercios, a cohesive combination of â€Å"pikes with shot.. that would dominate European battlefields until the Thirty Years War† (Maltby 40). Some of the war successes and failures during conflict were directly related to advance in technology such as the bastion. Another threat, and one that endangered his very values, was that of the Islamic Ottoman empire. Starting out as one of many Christian raiding advocates of Islam, the Ottoman empire made territorial acquisitions at an alarming rate, especially alarming to the heavily Christian population at the time. The Ottoman empire found an able leader in Suleyman â€Å"The Magnificent† whose campaigns ended twice at Vienna due to logistical reasons. Failure to conquer the entirety of Charles's empire did not stop the sultan from dominating the Mediterranean and also unleashing the pirates upon Charles, some of who caused serious issues for him (Barbarossa) via harassment and guerrilla techniques. Charles's conflict with religion can be seen in his dealings with the Protestant Reformation (and a general anti-clerical position) as well as his subjugation of the papacy. Holding the title of Holy Roman Emperor had personal meaning to Charles, and his actions were often motivated by his desire to advance and protect the Christian faith. He met with opposition by not only the Protestant Reformation, but by a rebellious papacy concerned first with its own survival and second with the Christian faith. Although the papacy under Clement VII was largely pacified by instilling the Medici in Florence, the Reformation was not so easily quieted. The values behind the reformation attracted opportunists, condemners of the church, and peasant revolts alike, but the movement found a special foothold in the Germanic provinces. Besides using the new religion as a means of resisting imperial control, the princes had a more practical motivation, that by breaking with the church they could â€Å"Increase their revenues, strengthen their reserves of patronage, and gain control of†¦ institutions†¦. without alienating their subjects. † (Maltby 49). Actual proponents of the movement believed that it â€Å"offered a truer interpretation of the Gospels than that provided by the traditions of the Old Church† (Maltby 49). Whatever their justification, Charles V adopted a number of different stances concerning the Protestant Reformation. Domestically, the Inquisition was still active, and destroyed Spanish Protestantism (what little there was), and they also persecuted effectively any other movement that strayed from the accepted doctrine of the time. Concerning his less secure territorial acquisitions, Charles's stance ranged from tolerance to viewing Luther's doctrine as â€Å"False† and â€Å"Evil†, but the conflict manifested itself in the struggle between the Protestant formed Schmalkaldic League and Charles. Formed to be a united Protestant front against the still majority Christian Orthodoxy, The League was allowed to exist only as long as Charles was busy with the Ottomans. Once that threat had been neutralized (via treaty), Charles turned his attention elsewhere, namely to what he viewed as religious rebellion, the Schmalkaldic League. Charles, backed by papal troops, eradicated the league (who was plagued by authoritative indecisiveness) in a fashion reminiscent of the crusades. However the ever-present problem of enforcing his policy appeared in Charles's victory over the league. Many of the prince-states that re-converted remained largely protestant in population, placed no constrictions on the spread or practice of the faith, and some outright reverted back to Protestantism. Charles's legacy is often tainted by his fiscal actions. The empire needed mass amounts of money not only to function, but to finance Charles's martial actions. Charles's often depended on the system of redress after compensation, expected donations, and random windfalls. But by far his most relied upon source for money, were the banks. Charles borrowed heavily from many banks to support his endeavors. Often Charles could not repay the loan by the deadline, which led to a slew of re-negotiations, raised interest rates, and fees instituted by the banks to ensure profit. The relationship between them was initially symbiotic. Charles needed money and the banks were happy to profit off of the high interest rates and continued to supply him even when his credit dropped in the later years of his reign. Later in Charles's reign however, the banks realized he was no longer a safe nor profitable investment, which often forced him to resort to coercion to get the necessary funds. The diverse nature of the problems meant that no one solution would encompass the broad spectrum of issues facing Charles and his empire. Ranging from financial troubles, to foreign threat, to having core values that conflict with the changing times of that age, Charles allowed caution and his deep Christian values to guide him through those troubled times until his abdication and retirement to a monastery. Charles' reign certainly had its share of successes and failures, and Charles has been described as â€Å"not quite a good man, and not quite a great man† (Maltby 129), but he is certainly one worth re-examining, even four centuries later.

Thus, art has been accepted in context of these communication forms that dominate the various resources in the world. Technological innovations are a matter of providing newer and better insights into the way various elements around us are perceived. This has had a large bearing on the way western culture is perceived to start with. This in turn, affects the fact that we associate art with western culture as well. This associative mode has a bearing on the relationship between western cultural values and the way art is perceived. Structural Implications In this paper, the effect of western cultural values has been studied as an influence on art forms. This has been done through the definition of individualism in two structures. These are, a Sumerian figure, the Greek Apollo, the Gothic Jamb figure. These figured have been used from the book titled Art and Mass Media. These figures have been studied as the structural implications of the affect of western cultural values on the way we see art. This is a part of the associative mode that is an important premise in this paper. Individualism is an important part of western culture. This is apparent in the fact that technology is an important part of the way people in the west lead their lives. This gives rise to a sense of independence in everyday living which in turn supports the feeling of individualism in the way people lead their lives. This individualism has been connected with the three figures that are being studied. As discussed above, building and perceiving are inter related co ncepts. This has been discussed as 'making' and 'matching' in Art and Mass Media. (Brown, 2005; P 4). This concept of 'making' and 'matching' is an important concept in the space within which a structure is conceptualised. They designed the poster to induce a sense of patriotic guilt. They were trying to capture the British men unwilling to volunteer for the war and make them feel guilty if they didn’t join. This sends a message to the young boys, unwilling to go to war. Making them think what they would tell their children if they asked what he had done for the war. It also shows that he will come home to his family. The family in the poster are smartly dressed and look wealthy. The colours in the poster symbolise the war and army, the curtains have red roses on them and the chair has the sign of the royal coat of arms on it. This would also make the man think because these are marks of patriotism but this man has not done the patriotic thing. Everything in the poster is positive; nothing would put men off from joining the war even the boy’s toy soldiers are all standing up. â€Å"At the front† This poster would stand out to men because it is showing cavalry in battle, with horses reacting to an explosion in the foreground. This poster is trying to make boys interested in joining war to fight for their country. Both of the posters’ primary purpose is to make men to join the army. During the World War 1, there were many of propaganda posters to persuade men in their country to enlist in the army. In addition, these two posters were one of propaganda poster to convince men to join the army with some of biased truth. Even though two of posters made same primary purpose, each of them has illustrated different intend and feeling. The poster, â€Å"Daddy, what did you do in the Great War† arouses guilt with sarcasm to those men who did not yet join the army so that it leads to men to join the army. Chapter 1 Introduction Society is constantly changing, and these changes come with different social and environmental problems, which result to the emergence of new diseases and an increase in the incidence of existing ones, which affect human health and society as a whole. These include diseases such as cancer, respiratory diseases, diabetes, hepatitis, asthma and human immunodeficiency virus (HIV) just to mention a few. In this essay, I will be analysing the incidence and prevalence of Tuberculosis and the pattern of this disease in relation to changes in society. I will also be comparing two theoretical perspectives regarding the nature and causes of Tuberculosis. To conclude, I will be analysing the role and impact of public health agencies in reducing the disease and actively promoting health. Chapter 2 1.1. Incidence and prevalence of Tuberculosis in UK. Definition; Tuberculosis popularly known as TB, is said to be an infectious disease usually caused by a bacterium known as Mycobacterium tuberculosis. TB often affects the lungs but can also spread to any part of the body through the bloodstream. Classic symptoms of TB include; persistent cough, fever, weight loss, loss of appetite and tiredness. TB is contagious and is mostly transmitted from person to person. An infected person can infect about 10 to 15 people over a year if not treated. (NHS choices, 2014). Incidence and prevalence rates; Some decades ago the UK was said to have and increase number of reported TB cases. From 2005 the number of reported cases remained high but stable. In 2009, there was said to be about 9000 cases of TB reported. An incidence rate of 15 case per 100.000 population. This can be said to be the highest since 2005. Then in 2010, the number of cases was 8483, an incidence rate of 13.6/ 100.000 population. This show a decrease in the number of reported cases by about 4.9%. In 2011, there were 8963 cases reported, an incidence of 14.4/100.000 population which again was an increase compared to 2010. Then in 2012, there was 8751 cases, an incidence rate of 13.9 cases per 100.000 population. About 8000 cases of TB was recorded in 2013 in the UK that is a rate of 12.3 cases per 100.000 population. This shows a 10.4% reduction rates in the number of cases reported. (Public Health England, Tuberculosis in UK: Annual reports). The population of UK mostly infected with TB are those born outside the UK. That is those from countries with highest prevalence rate of the disease. For example, India sub-Saharan African, Pakistan, south Asia, Somalia. This group of people usually dwell in urban areas that seem to have the highest number of cases reported. For example London, Luton, Manchester, Coventry Leicester and Birmingham. Chapter 3 1.2. The pattern of Tuberculosis in relation to changes in society Throughout the last 20 years, the UK has been experiencing a steady rise in the number of TB cases. The most affected areas are the urban areas highly populated with immigrants. The rising number of cases in these areas has been related to the pattern of change in how the TB is spread and controlled. For instance, it does not spread through all the segments of the population as it has done previously, but rather affects the population of people in the high risk group. â€Å"†¦those most at risk remain individuals from ethnic minority groups, those with social risk factors such as a history of homelessness, imprisonment or problem with use of drugs or alcohol, and the elderly†. (Public Health England 2013). The small percentage fall in the rates of TB cases in 2012 and 2013 is said to be associated with the fall in the number of cases in the non-UK born population. This may be due to changes in immigration policies and policies to control the disease in the UK and abroad. For instance, around 2007, pre- entry TB test was a requirement for Ghanaians applying for more than six month visa to the UK. â€Å"While this decline is welcome, it is important to recognise that the vast majority of TB cases in the non-UK born population (85%) occur among settled migrants rather than new entrants. Tackling the reactivation of latent TB in such migrants will require systematic implementation of screening and treatment of latent TB infection†. (Public Health England 2014). Chapter 4 2.1. Theoretical perspectives of Tuberculosis. There are so many theoretical perspectives with their individual view about the nature and causes of diseases. There are sociological theories viewing health and diseases in the context of society, and there are psychological theories viewing health and diseases and the context of the mind and so many others. Theories are sometimes useful to public health agencies and the government for the planning of health policies and interventions. In this essay, I will be discussing two theoretical views of tuberculosis, namely the Germ Theory and Biomedical Theory. The Germ theory Around 1850 and 1920, the Germ theory was established, attested and promoted in North America and Europe. This theory stated that every disease is caused by specific invisible tiny organisms (germs). It was a theory that was well matched to the prevailing concepts of health and diseases particularly those connected with the 19th century hygiene and sanitation. Joseph Lister, Robert Koch and Louis Pasteur are some of the well-known persons in connection with the germ theory. This theorist believed that disease can be reduced by means of personal hygiene. They did not pay much attention to other factors such as climate, diet, environmental ventilation etc. Base on this, hygiene and sanitation promoters such as Florence Nightingale and Rudolf Virchow did not accept the theory. To them the germ theory could not be related to the progresses in public health. The theory was established in a social, cultural and economic settings that were highly focused on the principles of mass production, mass consumption, standardisation and efficiency which were harmonious with the discipline of the theory. The high achievement of the theory coupled with the fact that medicine was linked to laboratory resulted in a rise in the social prestige of physicians and medical research and practice. This happened at the time when the general public was uncertain about the significance of traditional medical practice. To rise a new public consciousness of the theory, the general public was made to understand that diseases are not only cause by germs, but also they are passed on from person to person. Germs were related to home hygiene, including cooking, plumbing, and heating. Therefore women were the main targets used to spread the information about germs. (Harvard University Library Open Collections Program, 2015). â€Å"In the case of tuberculosis, which formerly had been considered noncontagious, basic changes in everyday hygiene were required. Mass production, mass communication, and national advertising had developed alongside the germ theory during the same period, and the tools of public relations were put into play to inform the public about TB’s contagiousness, as well as to inform people about the germ theory in general†. (Harvard University Library Open Collections Program, 2015). The biomedical perspective The biomedical perspective on the other hand believe that a sick person is presumed to be an inert receiver of orders from medical professionals (doctors). This theory sees diseases as biomedical problems that are caused by bacteria or viruses, and treatment is targeted on the sick person’s body. A sick person is seen as a broken person who need to be fixed. This does not consider other factors that may be causing the health problems. For instance social, environmental and psychological factors. When a patients does not respond to treatment, it is assumed to be caused by the individual characteristics such as age and gender. Policies and practice of health care services can be said to be based on this theory. Doctors are the authority who give instructions and patients are the receivers of the instruction. Medication Event Monitoring Systems (WHO 2011), used to monitor adherence is embedded in this perspective. In spite of its inherent use by many health professionals, this perspective is uncommonly used openly in interventions. (BMC Public Health, 2007) Chapter 5 3.1. The role of public health agencies in reducing Tuberculosis Tuberculosis is a worldwide health problem which has put government and public health agencies on their toes. Every nation is working hard to control if not eradicate the disease. In the UK, the Local Government Association, Public Health England, the NHS and other public agencies are working together to come out with policies, procedures, practices and measures that will help control the spread of the disease. Some of these include: Pre-entry screening The government has introduced a pre-entry screening programme for TB in countries noted to have high incidence of the disease. Residents of those countries who are applying for more than six month visa to the UK has to undergo TB screening. This screening involve chest x-ray and checking for symptoms. Those found with active TB will have to undergo treatment before they are issue visas. (Local.gov.uk, 2014). Use of Anti-TB drugs A mixture of anti-TB drugs are given to patients to lessen the possibility of the TB bacteria becoming resistant to one or more of them. Patients are usually started on a six months course of anti-TB drugs which is made up of four different drugs. The six month course of anti-TB is said to be the most effective period that will guarantee that the inactive bacteria are killed and cannot reactivate to cause TB in future. (Local.gov.uk, 2014). BCG Vaccination BCG vaccination are being offered to babies, infants and young children who come from countries with high rates of TB. Those born in the UK to parents from the high risk zone are also given the vaccine to protect them from the diseases. Early discovery, diagnosing and treatment is said to be another way of controlling the diseases. Healthcare workers are also advice to take the vaccine because they stand the chance of getting infected at work. Chapter 6 3.2. The impact of public health agencies in reducing Tuberculosis Tuberculosis has been seen to have a huge health and social effect on those infected. The existing inequalities in deprived areas is seen to be rising because of this disease. The Chief Medical Officer has recognised the inequalities, and increasing levels of antimicrobial resistance, as primary concern for England. The Health and Social Care Act 2012 has made it the responsibility of local government, clinical commissioning groups (CCGs), Public Health England (PHE) and NHS England to reduce the inequalities. It is believe that the NHS, CCGs and Public Health will be making savings if TB is eradicated. Because it cost a lot to diagnose and treat drug-sensitive and resistant forms of TB. Some of the task set up to achieve this are; 1. Improve access to services and ensure early diagnosis 2. Provide universal access to high quality diagnostics 4. Ensure comprehensive contact tracing 5. Improve BCG vaccination uptake 6. Reduce drug-resistant TB 7. Tackle TB in under-served populations 8. Systematically implement new entrant latent TB screening 9. Strengthen surveillance and monitoring (gov.uk website, 2015) Chapter 7 3.3. The role and impact of public health agencies in actively promoting health It is the responsibility of every individual in a society to keep themselves healthy. The public health agencies of every society also have the responsibility of helping the members of that society to stay healthy. Some of the responsibilities of health agencies such as the NHS in promoting health as recommended in a report from the NHS Future Forum (gov.uk) are; Healthcare professionals making every contact count; to do so they will need to ensure that every contact they make with a patient should help to improve their mental and physical health and wellbeing. Improving the health and wellbeing of the NHS workforce by designing and implementing strategies to improve the mental and physical health and wellbeing of staff. Refocusing the NHS towards prevention and promotion; all providers of NHSà ¢Ã¢â€š ¬Ã‚ funded care should strive to prevent poor health and promote healthy living by in cooperating it into their daily business, and they should be recognised for achieving excellence. Building partnerships outside the NHS; NHS commissioners and providers of NHSà ¢Ã¢â€š ¬Ã‚ funded care should work together with other local services to promote health and wellbeing in areas where the NHS finds difficult to reach. Sharing learning and best practice; Healthcare professionals, NHS commissioners and providers of NHSà ¢Ã¢â€š ¬Ã‚ funded care should share learning about improving the public’s health and wellbeing and reducing health inequalities, and seek to learn from others.
